chris e9a64fb7a8 fix(chargen): draw the '#' of the upper case and graphics set ...

Screen code 35 was blank in the first character set, and its reverse (163)
was not its inverse. It now has the second set's '#', whose reverse the
first set already held, as both sets of a C64 share screen codes 32-63.
