feat(init): a Blade is PAL without detecting it

With ARNITECH_BLADE, setup_pal_ntsc skips the raster wait that tells PAL from
NTSC, which would hang with no VIC-II, and sets PAL: a Blade runs at the PAL
C64's clock.
